In our industry, careful handling of chemical products is the standard. Some chemical products play an essential and legitimate role in industrial processes but can also be misused. That's precisely why there are strict regulations regarding precursors in Europe.

At Brilliant, we have recently renewed and further refined our precursor process. This ensures we continue to comply with legislation, help prevent misuse, and provide clarity and certainty to customers. On this page, we explain what precursors are, why controls are necessary, and how the process works at Brilliant.

What are precursors?

Precursors are chemical substances used in normal industrial applications, such as cleaning, disinfection, or manufacturing processes. At the same time, some of these substances can also be used in the production of illicit drugs, explosives, or other dangerous applications, and they pose an increased risk of misuse.

The European Union has therefore established regulations to control the trade, supply, and use of these substances. Suppliers have a clear legal responsibility in this regard. Customers also have a role to play.

Why do we work with a precursors process?

We are required to verify who we supply certain regulated products to and for what purpose they are used.

We believe it is important for customers to understand why this process exists and what is expected of them.

As a supplier, we are responsible for the safe distribution of chemical products. We take this responsibility seriously.

How does the precursor process work at Brilliant?

At Brilliant, we follow an annual verification process. New customers undergo this process as soon as they want to order precursor products. Ultimately, they need to sign a declaration of legitimate use. "For customers, this mainly means clarity. If the process is correct, delivery can continue as expected," explains Luc.

Customers must sign a statement confirming that the products will be used exclusively for legitimate purposes. This is required by European law.

Yes. European regulations require periodic reviews. That is why we ask for confirmation or an update of your information every year.

Only if required information is missing or if we are legally prohibited from providing it. In practice, we always try to work together to find a solution first.

This is typically someone authorized to sign statements on behalf of the organization. This could include management, QESH, or procurement, depending on internal responsibilities.

You are receiving this email because you purchase precursor products from us or have an active agreement for them. These agreements are valid for one year. During this period, the associated obligations remain in effect, even if you indicate at any time that you no longer wish to order the product.

We ask that you:

verify or complete your company information;
confirm the use of products;
sign the required declaration.

In most cases, this can be completed quickly once all the necessary information has been provided.

We handle all customer data with care.

Data is used exclusively to comply with legal obligations;
Data is not shared with third parties, except when required by law to disclose it to competent authorities;
Customer data is carefully processed and secured in accordance with our ethical policy.
